
The Constitution is 100% clear: Congress, not the President, declares war.
When Donald Trump launched a military strike against Iran over the weekend, he violated the separation of powers that the founding fathers designed as a safeguard against America being pulled into wars on a whim.
Congress must act immediately to rein in Trump. We must invoke the War Powers Resolution to reassert our authority and stop the U.S. from getting entangled in yet another war of choice. There is already bipartisan support for this, and I urge all of my colleagues to join the effort.
The world is still grappling with the long-term fallout of America’s disastrous decision to invade Iraq over two decades ago. If that saga has taught us anything, it’s that a President’s mere “word” about the justification for starting a war is never enough. Hard questions must be asked, and unilateral, unauthorized action that puts our troops in harm’s way must never be the first impulse.
Too few asked the right questions in 2003. I will do everything in my power to try and make sure that we do not repeat that tragic mistake in 2025.
