Wisconsin's Tammy Baldwin was one of only 36 members of Congress to vote "no" on a Congressional Resolution condemning a UN human rights report on war crimes committed by Israel and Hamas before and during Israeli invasion of Gaza, which resulted in the deaths of 1400 Palestinians, including 320 children. Commonly referred to as Goldstone Report after Richard Goldstone, the South African jurist who headed the war crimes investigation, the report cited numerous instances in which Israel acted without regard to civilian life and deliberately targeted civilian facilities, while also condemning Hamas' indiscriminate rocket attacks on Israeli civilians.

Representative Keith Ellison, the only Muslim member of Congress, noted before the vote that "Congress is poised to oppose the Goldstone report without holding a single hearing on a document that few members of Congress, if any, have read." Congressman Ellison added that Congress' actions will "tarnish our commitment to the principle that all nations must be held to the same standards."
